HKMA Grants First 2 Stablecoin Issuer Licences to JV Led by HSBC/ Stanchart; HSBC Plans to Launch HKD Stablecoin in 2H26
The Hong Kong Monetary Authority (HKMA) announced that the Monetary Authority has granted stablecoin issuer licences under the Stablecoins Ordinance to Anchorpoint Financial and HSBC for issuing stablecoins in Hong Kong. The licences take effect today.
Anchorpoint Financial is a joint venture established by Standard Chartered Bank, Animoca Brands and HKT-SS (06823.HK). According to the licensees' business plans, they intend to complete the necessary preparation work and launch business in the coming few months.
The Chief Executive of the HKMA, Eddie Yue, said that the granting of stablecoin issuer licences is an important milestone for the development of digital assets in Hong Kong.
The regulatory regime provides an orderly operating environment for stablecoin issuers to apply innovative technologies while ensuring robust user protection and effective risk management, which will foster the development of a healthy, responsible, and sustainable stablecoin ecosystem.
HSBC stated that it plans to use this newly obtained license to launch a HKD stablecoin in 2H26. The stablecoin issued by HSBC will be fully backed at all times by high-quality liquid reserve assets held in separate accounts, and will comply with the highest standards of financial crime compliance, reflecting HSBC’s commitment to ensuring the security and soundness of digital assets and currencies.

LegCo Finance Committee Approves HKD1.8B 2-mth Diesel Subsidy
The Finance Committee of Legislative Council convened a special meeting today (10th) and approved the government's funding application of HKD1.8 billion for a two-month diesel subsidy scheme.
The relief measures include a subsidy of HKD3/ litre of diesel to support public or commercial vehicles, vessels and related industries using diesel as fuel, with estimated expenditure of approximately HKD1.8 billion.
In addition, government tunnel tolls for commercial vehicles will be axed by 50%, resulting in an estimated revenue reduction of about HKD160 million. Both measures will remain in effect for two months.
The government stated that it is finalizing implementation details with fuel companies. Subject to approval by the Finance Committee, it will strive to launch the subsidy before the end of April, with the Environment Bureau to separately announce the operational arrangements of the subsidy.

Benefiting from the market's favor toward financial stocks expected to receive the first batch of licenses, GUOTAI JUNAN I (01788.HK) surged to a peak of HKD3.54 after midday. It last traded at HKD3.51, up 45.04%, with a volume soaring to 751 million shares, involving HKD2.327 billion.
YUNFENG FIN (00376.HK) was last at HKD3.37, up 17.83%, with a volume of 15.7131 million shares, involving HKD49.3424 million. BRIGHT SMART (01428.HK) and CMSC (06099.HK) rose by about 5-6%. Licensed cryptocurrency trading platforms OSL GROUP (00863.HK) and HASHKEY HLDGS (03887.HK) leaped by 4.9-6.8%.
Market rumors also said at least two note-issuing banks, likely HSBC and Standard Chartered, are among institutions set to receive the first batch of stablecoin issuer licenses. HSBC HOLDINGS (00005.HK) and STANCHART (02888.HK) last grew by 0.7% and 1.6%, respectively.

HKMA to Hold Stablecoin Technical Briefing at 5pm; Licensed Issuers to Meet Media
The Hong Kong Monetary Authority (HKMA) announced that it will hold a technical briefing on stablecoin issuers at 5pm today (10th). The briefing will be hosted by HKMA Deputy Chief Executive Darryl Chan, and others. Licensed stablecoin issuers will subsequently meet the media.
The first batch of stablecoin licensees was not announced as scheduled in March. An HKMA spokesperson had previously responded that the authority is making every ounce of effort to advance the licensing process and will make an announcement in due course.
At least two note-issuing banks, HSBC and Standard Chartered Bank, are purportedly among the first batch of institutions to be granted stablecoin issuer licenses.
